A charter city starts with a blank legal page: a host country grants a zone its own commercial courts, building codes, and tax rules, betting that better institutions attract factories faster than subsidies do. Shenzhen, once a fishing town beside Hong Kong, grew under just such exceptional rules into a metropolis of seventeen million. Advocates argue new zones let reformers demonstrate what works, from fast permits to independent arbitration, without rewriting national law. Critics reply that zones can become enclaves where labour protections fade and profits leave. The evidence is mixed: Dubaiโ€™s free zones boomed, while some African zones stalled without roads or power. Supporters now insist that transparent land deals, resident choosing rights, and sunset clauses decide whether a charter city lifts a region or merely leases it. The debate turns on who is allowed to leave. If residents inside a zone may choice with their feet but not at the form box, reformers argue, the experiment is conducted on people rather than with them. Defenders respond that the alternative is often no reform at all, and that zones are temporary by design, with rules that expire unless renewed. Evidence from special economic zones suggests that results depend less on tax rates than on unglamorous infrastructure: reliable power, customs that clear goods in hours, and courts that enforce contracts predictably. Where those exist, firms cluster; where they do not, incentives attract only paperwork. The lesson for organisations is that credibility, not generosity, is the scarce commodity.

This lesson practices clear paragraph structure: one main idea per paragraph, stated first, supported with two concrete details, and closed with a linking sentence. Prefer active verbs and precise nouns. Connect ideas with however for contrast, furthermore for addition, and therefore for consequence. Keep sentences under twenty-five words so each claim stays traceable to its evidence. Practice by labeling each sentence in the reading: underline the main verb, circle the time marker, and check that every they and it points to a named noun.
