Un-, dis-, mis-, over-, under-, re-.
Explanation
Prefixes change meaning without changing the word class. Un- and dis- negate, mis- means wrongly, over- means too much, under- means too little, and re- means again. Choose by convention rather than by rule, since unhappy but dissatisfied, and incomplete rather than uncomplete.
